UW-Madison’s Hook reviews ‘Partnership Schools for Liberia’

UW-Madison’s Tyler Hook recently authored a report that examines the Partnership Schools for Liberia pilot project.

Hook is a Ph.D. student with the School of Education’s Department of Educational Policy Studies.

Tyler Hook reportThe report is titled, “Partnership Schools for Liberia: a critical review,” and it includes revisions by Nancy Kendall, an associate professor with the Department of Educational Policy Studies. Also making edits are Emmanuel Urey, a UW-Madison Ph.D. candidate in environment/land resources management, and Jasmine Blanks Jones, a University of Pennsylvania Ph.D. student in education, culture and society.

According to the abstract, the paper “particularly highlights the Baseline Report conducted by Innovations for Poverty Actions (IPA) (2017), and the Coalition for Transparency and Accountability in Education (COTAE) monitoring report (2017). The analysis focuses on three key areas: transparency and accountability, students and teachers, and scalability and sustainability. The analysis identifies issues related to the Ministry of Education’s capacity to hold providers accountable, transparency in the commissioning and implementation of the pilot, and potential concerns regarding enrollment, teacher policies, school infrastructure, and funding, particularly between local and international providers, that warrant further investigation.

“The report concludes with an overview of a proposed research program to address these concerns. Overall, the report aims to provide an overview of the data available to analyse PSL in year 1, and to suggest additional areas of research, most notably the studying of PSL’s impact on educational ecology, essential to strengthening the evidence base available to evaluate the full impact of PSL.”
