Frahm is a member of the School of Education’s Board of Visitors and is a freelance journalist who has written about education for more than 40 years. He received his undergraduate degree in English education from UW-Madison in 1968.

In the case study, Frahm explores a grassroots organization called Say Yes Buffalo, which is composed of city, county, and school district officials and other leaders from local groups. Say Yes Buffalo formed in 2011 and focuses on helping children in Buffalo graduate high school while also preparing students for post-secondary education by providing scholarships and other academic and non-academic support.

In the case study, Frahm tells the stories of young people who explain how Say Yes Buffalo has helped.
